There is no universally best or easiest state for Nigerian nurses. Compare the board where you intend to practise, its education and document requirements, licence issuance conditions and future endorsement rules. The NCLEX passing standard does not become easier because you select another board.

Begin with where you reasonably intend to work. For each candidate state, note the official requirement, your evidence and any unresolved question. A low application fee may be outweighed by extra education, a wrong evaluation report or later endorsement costs. Do not choose a state solely because another nurse received an ATT quickly. Their education, registration and application history may differ.
Ask about the whole licence
Separate examination eligibility from final licence issuance. Check identification-number requirements and their timing, background checks, required courses and any outstanding documents after passing. Avoid relying on a blanket “no SSN needed” statement without checking the precise application stage. If you expect to move, read the future state’s endorsement rules before assuming the first licence transfers automatically.

The New York and Texas guides below show materially different processes. California also assesses foreign education under its own BRN rules; an applicant should read those directly.
