Quick answer
There is no safe universal yes-or-no answer for every destination regulator and every registration history. Tell the board whether you have not taken PNLE, failed it, passed but never registered, hold an active PRC licence or have an expired licence. Then follow that regulator’s requirements for foreign education and licence verification. One person’s successful application is not evidence that another candidate has the same eligibility.

Describe your status precisely
“Not a Philippine RN” can mean several different things. In your enquiry, separate graduation, examination history and actual licence registration. If you once held a licence, expiry does not make that history disappear. Answer each application question as written and disclose the information it asks for, rather than using a shortened label that conceals a relevant detail.
Ask a question the board can answer
A useful enquiry states the country and qualification, graduation status, exact PNLE/PRC situation and intended application pathway. Ask which rule and verification document applies. Avoid sending sensitive identity documents to an unofficial adviser simply to obtain a general answer. Keep any official response with the date, because requirements and application forms can change.
Use examples without generalising them
New York’s foreign-graduate guidance distinguishes education verification from verification of a licence held abroad. That wording should be read with the complete NYSED requirements; it is not a nationwide exemption from local licensing rules. Another board may ask for different evidence. An examination result, credential report and employer offer also do not substitute for the board’s determination.

Can I take the NCLEX if I have not passed the Philippine Nurse Licensure Exam?
Ask the chosen regulator using your exact education and registration history. Not having taken PNLE, having failed it and holding an expired PRC licence are different situations; this page does not declare any of them universally eligible.
Do I need to be a Philippine RN before I can take the NCLEX?
Check the destination regulator’s local-licence and foreign-education requirements. Philippine registration and permission to sit NCLEX are separate decisions; another candidate’s experience is not your eligibility determination.
Can I take the NCLEX if I failed the PNLE?
A PNLE result alone does not establish the rules of every overseas board. Describe your situation truthfully to the regulator and obtain its current requirements before paying for an application pathway.
