Internationally Qualified Nurses: Australian Registration Pathways
Compare the current IQRN registration standard with the IQNM assessment route without assuming everyone needs NCLEX.
Quick answer
The IQRN standard effective 23 April 2025 provides pathways for eligible internationally qualified RNs. Applicants who do not meet it may need the existing assessment route. Eligibility is assessed against the full standard.
Understand the newer standard
IQRN means internationally qualified registered nurse. The standard introduced in April 2025 recognises specified qualifications, registration and practice circumstances in approved comparable jurisdictions. It is not a blanket exemption based on holding a passport from a particular country.
The approved list published in April 2025 names the United Kingdom, Ireland, United States, British Columbia and Ontario in Canada, Singapore and Spain. Check the current list and full criteria before relying on it. Do not treat all Canadian provinces as included. New Zealand has a separate trans-Tasman context; do not infer its route from this list.

When the assessment route applies
Use the regulator’s current pathway instructions. The IQNM process uses Self-check and, where required, assessment of qualifications. Its outcome directs further steps; it is not interchangeable with a migration skills assessment.
Some applicants are directed to outcomes-based assessment. For RNs this includes the NCLEX multiple-choice examination and a clinical examination, the OSCE. Other applicants have different outcomes. Do not book examinations until the required permission and sequence are clear.

Questions to ask before paying
Prepare a short message identifying your qualifications, registration and practice history. Ask which route and evidence apply, whether previous exam evidence can be considered, and what the next authorised step is. Avoid sending unnecessary sensitive documents to an unofficial adviser.
While awaiting clarification, work on transferable learning habits: cue recognition, prioritisation, medication safety and explaining why an option is unsafe. Preparation can continue without pretending that eligibility is already confirmed.
- Is the IQRN standard applicable to my documented circumstances?
- If not, what Self-check or qualification-assessment step applies?
- Which evidence must come directly from an issuing organisation?
- What remains before general registration can be granted?
