Nurse Licensure Compact: What NCLEX Candidates Need to Know
Understand primary state of residence, multistate licence eligibility, single-state licences and endorsement before planning U.S. nursing work.
Quick answer
Passing NCLEX does not automatically give a multistate licence. A compact licence is issued through an eligible primary state of residence when all uniform and home-state requirements are met. Check the current official compact map and your board.
Primary state of residence is a legal home, not a test location
The Nurse Licensure Compact uses primary state of residence, often shortened to PSOR. It refers to your declared legal residence supported by applicable evidence. Owning property in a compact state or taking NCLEX there is not the same as declaring it your legal home.
A nurse who cannot declare a compact state as their primary residence is not eligible for a compact licence on that basis. They may apply for a single-state licence where they intend to practise, subject to that state’s requirements.
- Start with your actual residence and intended work location.
- Use the current official map rather than an old number of member states.
- Ask the board about eligibility rather than assuming any Texas or Florida licence is multistate.

Uniform requirements are additional conditions
Compact eligibility includes home-state requirements and uniform conditions such as education, examination, applicable English evidence, an unencumbered licence, screening and a valid U.S. SSN. Unencumbered means without active disciplinary restrictions. Review the full official list; this is an explanation, not an eligibility decision.
A single-state licence and a multistate licence have different permissions. The compact also does not replace the law and scope of practice governing the place where care is provided. Check what authority you actually hold before accepting an assignment.

Moving and endorsement need their own plan
Endorsement means applying for a licence in another jurisdiction based on an existing licence and required verified records. It is not simply moving an unchanged document between states. The receiving board can require additional evidence.
For a permanent move from one compact state to another, official compact guidance says apply for a licence in the new primary state of residence within 60 days. Other moving scenarios differ. Read the current instructions before moving or accepting a role.
- Check the exact moving scenario, not only the two state names.
- Keep prior licence verification and residence evidence available.
- Review current official status after the new licence is issued.
