Do Indian Nurses Need CGFNS? TruMerit, CES, CVS and NCLEX

Official sources checked September 22, 2026.

Quick answer

Choose your nursing regulator before buying a credential service. TruMerit, formerly CGFNS International, offers different reports for different purposes. CES, New York CVS and VisaScreen are not interchangeable, and no report by itself grants examination eligibility or a nursing licence.

At a glance

CGFNS and credential evaluation: decisions to keep separate
CESEvaluation service; exact report and provider depend on recipient
New York CVSVerification for NYSED review
Certification ProgramSeparate service; do not assume universally required
VisaScreenU.S. screening for applicable pathways
NNAS / provincial assessmentCanada-specific route set by regulator

Use the recipient’s exact service name

Create a record of the required report, accepted provider, intended recipient, validity rule and included services. A product name that sounds similar may serve a different regulatory purpose. An evaluator may authenticate, verify or assess credentials, but the nursing regulator makes its own decision. Optional expedited handling or a larger package does not establish that the regulator will approve your education or review it by a promised date.

New York and Texas show why the regulator comes first

NYSED describes New York CVS and an alternative involving direct foreign-school documentation, plus foreign-licence verification where applicable. Texas specifies a CES Full Education Professional report from a provider it accepts. These are examples of different requirements, not a ranking of easy boards. Read the current instructions and decide on the route before sending forms or paying for two reports covering the same purpose.

Canada and Australia use their own assessment pathways

Do not assume that a U.S. credential report satisfies a Canadian province or Australian assessment. Canadian regulators determine whether NNAS or another accepted service applies. Ahpra/NMBA directs the Australian process. Keep VisaScreen in a separate U.S. screening column where relevant; it is not a universal prerequisite for every NCLEX destination. Where a recipient reports missing evidence, identify the sender and document rather than repeatedly uploading personal scans.

Plan your next steps

  1. Choose the regulator.
  2. Confirm accepted provider and exact report.
  3. Check what is included before ordering.
  4. Give school and council the correct references.
  5. Track whether the recipient accepted each item.

Common mistakes to avoid

  • Buying CES because all friends bought it.
  • Using VisaScreen as a substitute for a board report.
  • Assuming one report automatically serves three countries.
Choose the report after the regulator. Examples explain differences; they are not an easiest-state ranking.

  1. Identify the intended regulator and applicant pathway
  2. Does it require an evaluation? Use its accepted service
  3. Does it allow a different route? Follow that route
  4. New York: CVS or its direct-document option
  5. Texas: accepted CES Full Education Professional report
  6. VisaScreen: separate U.S. screening purpose

Common questions

Do Indian nurses need CGFNS before taking NCLEX?

Not in one identical form for every destination. Choose the regulator first, then identify its accepted provider and exact service. New York describes CVS and a direct-document option; Texas specifies an accepted CES Full Education Professional report.

What is CGFNS/TruMerit and why would an Indian nurse need it?

TruMerit is the current name of CGFNS International. Its services verify or evaluate credentials for specified recipients and purposes. You may need a particular report when your regulator requires it; the provider does not grant your nursing licence or issue ATT.

What is the difference between CES, CVS and VisaScreen?

CES evaluates credentials for a specified purpose, while New York CVS verifies credentials for NYSED’s review. VisaScreen serves a separate U.S. healthcare-worker screening purpose. The services are not interchangeable and should not be ordered as one universal NCLEX package.
